However, concerns are\nbeing raised over its accuracy and the ethical ramifications, including the\nbreach of public privacy, and are hotly debated.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Doubts over accuracy <\/strong><\/h2>\n\n\n\n<p>Facial\nfeatures from images captured in crowds, at events and on CCTV are compared to\na database, whether that\u2019s a collation of images stored on social media or\nthose kept in a police system. This can then can assist police in the\nidentification of suspects, providing ID in real-time, while also helping to\nverify sightings of missing individuals.<\/p>\n\n\n\n<p>However,\nthere are increasing calls for the technology to be reviewed and its use\nlimited with some suggesting it may be discriminatory and lacking accuracy.<\/p>\n\n\n\n<p>Trials\nwithin Britain are ongoing but current findings are indicative of the\ncontroversy, with low arrest data compared with significant incorrect\nidentifications in live surveillance projects. For example, news reports\nsuggest 2,000 false positive incidents by South Wales Police at the 2017 UEFA\nChampions League final. Research also suggests many misidentifications of ethnic\nminorities and of women. The result? Ineffective capturing of suspects and\ninnocent individuals being stopped for searches. <\/p>\n\n\n\n<p>The issue\nof discrimination is coming under the spotlight, with the 2017 Remembrance\nSunday incident being one example, where it was suggested that \u2018fixated\nindividuals\u2019 were put on a watch list borne from criteria associated with\nmental health issues.<\/p>\n\n\n\n<p>Trials of\nthe technology, however, comes at a high cost, with a \u00a32.6m government grant to\nSouth Wales Police and over \u00a3200,000 to the Metropolitan Police covering this\nresearch.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>A breach of privacy?<\/strong><\/h2>\n\n\n\n<p>When using\nfacial recognition in public, rights are potentially breached as individuals\nanticipate privacy. The software is able to identify us and access personal\ninformation, using data without our consent or control. The general public does\nnot expect to be recorded, observed or monitored, with the associated loss of\nanonymity when this happens. This technology adds the ability to access further\nrecords on identified individuals, in addition to analysing and assessing\nin-depth statistics, data and personal information across a range of sources\nlike never before. False identifications also serve to undermine the privacy of\ninnocent, unsuspecting individuals. <\/p>\n\n\n\n<p>This raises\nthe issue as to how facial recognition technology should be regulated and\ndeployed. Police use must adhere to the 2018 Data Protection Act as well as the\nSurveillance Camera Code of Practice, but there\u2019s minimal guidance as to\ncriteria for adding faces to a watch list and regulation of the technology <\/p>\n\n\n\n<p>Currently,\nthere is limited coordination in its use, with police forces collating and\nstoring data differently. Furthermore, images on watch lists are typically\ncollated from police databases, but this raises the issue as to whether those\nwith minor, old or no convictions will end up on such lists.<\/p>\n\n\n\n<p>There are\ncalls for more guidance and an overarching framework in place to regulate the\nuse of this technology as a result of ethical concerns, including greater\nconsistency, smaller watch lists and improved quality standards to ensure\nobjective use rather than subjective deployment at the discretion of that\nspecific officer or department.<\/p>\n\n\n\n<p>Facial\nrecognition is exciting and potentially useful with a wide range of\napplications, but as current technology news is illustrating, legislation needs\nto respond to protect human rights and privacy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Various technology news feeds indicate that facial recognition software has been implemented increasingly throughout England and Wales.
